In my opinion, Steve was correct to caveat his statement
with "appears".
It "appears" to me that an NBO's territory does not
necessarily have a one-to-one correspondence with the NBO's
_nation's_ territory.
For example, the EBU's nation is the United Kingdom of
Great Britain and Northern Ireland, but the EBU's writ does
not run in that part of the United Kingdom which is the
Principality of Wales, where the WBU instead has authority.
(Although the EBU and the WBU sensibly have nearly, but not
quite, parallel regulations.)
What's the problem?
