I don't think so in general, though they could be in some cases by 
specific treaty.  (Ed: do you know for sure one way or the other?) 
Embassies, in contrast, are considered territory of the nation they are 
representing rather than the host nation.

Even if embassies and some or all military bases are special cases, it 
doesn't help clubs that meet in ordinary civilian venues but wish to 
play under another NBO's rules.
