I don't see why they "have to be", although they may choose to be.

When you are charged with the task of writing the rules for a game  
which is played in organized competition, it doesn't seem  
unreasonable to expect that your primary obligation is to be  
responsive to the competitors who will be playing that game by those  
rules.  That's not to say that the WBFLC should ignore the desires of  
the corporate entities that are their nominall "members", but there's  
a case for serving the game and its players rather than the  
regulators and organizers when their interests conflict.

Not that this has anything to do with Grattan, who, along with many  
others responsible for the task of turning WBF decisions into an  
actual lawbook, has done the game a heroic service for which we are  
all grateful.
