It is not the premature lead that is an infraction it is the delayed
turning down of a card.  The law says "When four cards have been
played to a trick, each player turns his own card face down near him
on the table."  L65A 2007

"When..." indicates the time for the players to turn down their cards.
 And the time indicated is 'at the time' or 'as soon as' all four
players have played not at some other time after a delay.
