IMO you should leave out the clause "before any player has bid". 

A pass that by agreement shows more than a specified amount of strength is
artificial also after some player has bid.

Indeed it is, and such passes are covered by my second clause, since they
convey information other than a willingness to play in the last named
denomination. But unfortunately the converse is not true: a pass before any
player has bid is not covered by the second clause, which is why I need a
third.
