Not really.  It's not at all uncommon to play "systems on" over a 2C
overcall, with a double substituting for Stayman.  My partner and I do
this---*only* over 2C overcalls (whether natural or artificial), not
over other overcalls.  Part of the reason for this is that Lebensohl
doesn't work over a natural 2C overcall, since you don't have room to
use 2NT as a relay and then cue-bid 3C to bid "Stayman with a
stopper".  There are other ways around this, but agreeing to play
"systems on" over 2C is one simple solution.
