No sponsoring organization, nor a TD or AC, when using our lawbook, is able
to decide that a regulation telling that a convention may not be misbid is a
legal one. 

Only in organizations where laws can be used in any way the 'chiefs' like to
use them, such regulation can be declared to be legal, and of course then
you even find people defending such decision.
