No.  Double-no, actually.  First, the right to appeal is granted  
solely to "contestant[s]" or "[their] Captain[s]" [L92].  Second,  
even if "the Director" were allowed to lodge an appeal to the NA,  
only the CTD (DIC in ACBL-speak) is "the Director" in the sense that  
TFLB uses the term; other TDs at the event are "assistants" who may  
carry out only those duties "delegated" by the CTD [L81].
