You just need to ask of the proposed replacement bid. Is there any
hand that you would make this bid on that you would not have made the
insufficient bid? If the answer is yes then you cannot make this
replacement bid without penalties.
If this question is asked it is not director's error if the opponents
give an incorrect answer.
