Again, no. It just is the case that you do not break any law if your 
partner (who, having just displayed a lack of presence of mind, is only 
moderately likely to do so) picks up some more or less subtle inferences 
from your explanations that your interpretation of the system differs 
from his (which he is not allowed to use in any case). Since no law is 
broken, why should there be any hierarchy?
