If truly "earnestly to be hoped for", then the problem perhaps is one
of Law 23 (Awareness of Potential Damage).

its attention concerning Law 27C.
It is possible this Law will be rewritten. Alternatively guidance in
the form of a footnote or an interpretation may be issued.
