Just one comment:

2007L40B3: The Regulating Authority may disallow prior agreement by a
partnership to vary its understandings during the auction or play following
a question asked, a response to a question, or any irregularity.

DWS appears essentially to be a prior agreement by a partnership to vary its
understanding during the auction following a response to a question, namely
to adopt an incorrect answer as the new agreement (at least if it can fit
the situation).
