Of course it doesn't!  After all, it is certainly possible that the  
modification was made in a fit of collective insanity for which there  
was no reason whatsoever.  We must not presume any entitlement to  
imagining that they had to have a reason for anything they did.  And  
who would be so naive as to want to so presume?

And here I was thinking that maybe, just maybe, I could presume that  
the DSC chose the words they chose because they thought they said  
what the DSC intended them to say, or thought they expressed that  
intention more clearly to their prospective readers than the words  
they rejected.  Oh foolish me!
