My dictionary gives "clandestine / secret / covert" as a translation. I 
suppose it passes the feeling on.

I'll check the 2007 French version as soon as I see it.

But of course nobody ever took this strange wording as an argument to 
pretend cheating is allowed.
You can, however, see my point : it is essential that the wording of the 
laws be carefully designed, and the fault, in case of interpretation 
discrepancies, is largely the writers'
(yes, I know, only those who don't act don't err ; but my feeling is 
that the risk of wrong interpretation or translation has been given too 
littre consideration)
