Exactly and the law requires that it does incorporate that information
- "that incorporates the information contained in the insufficient
bid".

Therefore either Kelso's interpretation or example are wrong.  I think
the example is wrong.  Pass does not "incorporate" all of the
information in a 1NT response to a level opening.
