Richard Hills:

The Law 30 (Pass Out of Rotation) preamble cross-references Law 29A, which
gives South the option to accept East's POOT.  Because South exercised a
legal option South cannot thereby be deemed to be an offending player.

Although West has not committed an infraction, East has, so East-West are
the offending side.

Thus when the three passes are cancelled, any information from them is AI
to North-South but UI to East-West.
