This one is probably a WBF mistake; there should be only one word 
used. But we don't know that. Maybe in their infinite wisdom they come 
up with an explanation for this usage. Rather than tweek the 
translation, we should ask the WBF to change the lawbook. If that is 
only possible in 2018, so be it.
