Until I read recent posts by Maddog and Grattan, I had
been under the impression that to do so is an infraction.
Like Stefanie, I feel that it should be discouraged because
it tempts players to rationalize its use.

+=+ Law 16A3 and Law 16B are the key elements in
answering this question, along with Laws 73A1 and 73B.
'Deliberate' giving UI to partner is infractive communication
contrary to Law 73B; other communication of UI (as when
complying with a requirement of law) is not infractive but is
subject to Law 16B1(a).
'Carelessly' is interesting. The judgement of this is akin
to the judgement in civil law of the point at which negligence
becomes criminal. It is possibly under Law 74 that such
may be considered.
