Seems backwards to me.  If there are multiple boards in play, all copies 
of a single deal, wouldn't it be normal for only one of the _boards_ to 
be fouled?  I don't see how you could foul a deal.  On the other hand, 
you would have to cancel the _deal_ (not a board) if you discover it was 
played in a previous session.
