Well, it does not seem to me that there is a choice,
because there is nothing in the Law that says anything
about the IBer's intention. So clearly his intention
is not a matter of law, and it does not seem that he
must be forced to disclose it to the director. 

In any case, there will be a limited number of
explanations for the IB, depending on which bids were
missed, misheard/misread, etc. So thinking of
alternative intentions and RCs with the same "meaning"
will not be as difficult as some people seem to think.
The possible RCs will be as "reasonable" as the system
being played.
