One of the more disturbing aspects of this law is that when a pair is deemed
to have reached a contract they would not have reached without the
insufficient bid, they are awarded the "par contract", which they would have
reached without the insufficient bid, even if this were a contract which
they could not have reached after the insufficient bid.
I wonder if the new L27 is just a practical joke? The DSC may be ROFL at us,
taking it all so seriously!
